Despite the heavy rains which are seen in the video, at least a thousand inmates of the Cebu Provincial Detention and Rehabilitation Center (CPDRC) showcased their grooves once again to the tune of Korean Performer, PSY with his smash hit single "OPPA Gangnam Style".
